Shenzhen-Hong Kong-Guangzhou Maintains Lead in Global Innovation Rankings

The Shenzhen-Hong Kong-Guangzhou economic hub has maintained its leadership for the second consecutive year as the world's foremost innovation cluster. This recognition comes from the World Intellectual Property Organization's (WIPO) Global Innovation Index 2026, which evaluates clusters based on key metrics such as international patent applications, scholarly articles, and venture capital transactions. The region's consistent top performance underscores its dynamic and thriving innovation ecosystem.

Key indicators reveal the cluster's impressive output: over the past five years, it has generated 2,259 Patent Cooperation Treaty (PCT) applications, 4,060 scientific publications, and secured 138 venture capital deals per million residents. These figures demonstrate a significant advantage over other leading global innovation centers, including Tokyo-Yokohama and San Jose-San Francisco. Hong Kong, a vital component of this cluster, has seen a substantial increase in its startup landscape, growing from over 1,500 startups in 2015 to more than 5,200 in 2025, contributing to the emergence of approximately 20 unicorn companies from its Science Park and Cyberport initiatives.

Government efforts are actively supporting this growth. The Hong Kong Park, part of the Hetao Shenzhen-Hong Kong Science and Technology Innovation Co-operation Zone, inaugurated in December 2025, has already attracted over 100 technology enterprises and institutions. This facility is designed to foster scientific research, technology commercialization, pilot production, and cross-border innovation. Furthermore, the establishment of San Tin Technopole Company Limited in June aims to develop 210 hectares of innovation and technology land within the Northern Metropolis. The private equity sector in Hong Kong also plays a crucial role, managing nearly $1.96 trillion (US$250 billion) in assets, making it the second largest in Asia, trailing only mainland China. The government continues to enhance its intellectual property framework, including a new patent box regime offering tax incentives for qualifying IP income, further bolstering the region's appeal for innovation and investment.
